Speaking in tongues is one of the genuine gifts of the Holy Spirit (Acts 2:4; I Corinthians 12:11). The indwelling of the Holy Spirit gives gifts to believers (I Corinthians 12:4-6). Every believer has at least one gift (I Corinthians 12:7); though the gift may or may not be exercised in the life of the believer. However, we are encouraged to discover our various gifts and exercise it for the edification of the body of Christ according to the will of God.
All gifts are given by the Holy Spirit according to God’s Will (I Corinthians 12:11; 12:8-11, 27-28; Romans 12:6-8; Ephesians 4:11; I Peter 4:10). No gift is superior to any other gift. Not every christian is gifted to exercise the same gift (I Corinthians 12:29,30). Therefore, a spirit-filled christian may not be gifted to speak in tongues. When used in public/corporate worship, speaking in tongues must be interpreted to edify other believers (I Corinthians 14:26-28).
In all, manifestation of a gift including speaking in tongues is not a summary evidence of the spirit-filled life or spiritually matured behaviour/christian (I Corinthians 1:4-7; 31:1-4). Baptism of the Holy Ghost rather than anointing of the Holy Ghost is the experience that transforms a sinner to a Saint! That is the completion of the works of Grace in a christian! (Hebrew 9:14; Psalms 139:7-10; Acts 10:38).
Baptism of the Holy Ghost stresses the necessity of purity before power!!
